Parliament Committee on Budg<\/span>et yesterday threw out an ex<\/span>tra Shs3.393 trillion that the gov<\/span>ernment had allegedly smug<\/span>gled to be jointly processed for approv<\/span>al with the Shs3.5 trillion supplementa<\/span>ry budget.<\/span><\/p>\n

The committee chaired by the Ka<\/span>chumbula County legislator, Mr Patrick <\/span>Isiagi, had convened to scrutinise the <\/span>Shs3.5 trillion supplementary budget <\/span>that was on Thursday last week tabled <\/span>before Parliament in a sitting chaired <\/span>by Speaker Anita Among.<\/span><\/p>\n

Lawmakers were displeased that <\/span>whereas the State Minister for Finance <\/span>in Charge of General Duties, Mr Henry <\/span>Musasizi, had tabled a Shs3.5 trillion re<\/span>quest, his submissions before the Budg<\/span>et Committee to, which Ms Among had <\/span>referred the matter, contained an extra <\/span>Shs3.393 trillion.<\/span><\/p>\n

The MPs accused Mr Musasizi and the <\/span>Director of budget at the Finance Min<\/span>istry, Mr Ismael Magona, of presenting <\/span>unclear figures.<\/span><\/p>\n

The \u2018\u2018mischief\u2019\u2019 was arrested by Mr <\/span>Maxwell Ebong Patrick Akora (Maruzi <\/span>County).<\/span><\/p>\n

In his statement, Mr Musasizi said: <\/span>\u201cMembers, in line with the above sec<\/span>tion of the law, I laid before Parlia<\/span>ment, supplementary expenditure un<\/span>der schedule Number 1 Financial Year <\/span>2023\/2024 amounting to Shs3.500 tril<\/span>lion.\u201d<\/span><\/p>\n

\u201cIn addition, my ministry has is<\/span>sued statutory revisions amounting to <\/span>Shs3.393 trillion,\u201dhe added.<\/span><\/p>\n

But Mr Akora interjected saying: \u201cTo <\/span>me, the minister is not being clear be<\/span>cause according to Mr Magona\u2019s expla<\/span>nation,the total supplementary request <\/span>that they are presenting to this commit<\/span>tee is Shs3.5 trillion plus Shs3.393 tril<\/span>lion which amounts to about Shs7.2 <\/span>trillion,\u201dMr Akora said.<\/span><\/p>\n

\u201cSo why don\u2019t you be clear so that we understand this once and for all?\u201d Mr Akora wondered.<\/span><\/p>\n

His sentiments were shared by Buliisa Woman MP Norah Bigirwa-Nyendwoha who was openly bitter that the government had attempted to hoodwink the committee into processing documents different from what was tabled before Parliament.<\/span><\/p>\n

\u201cIt does not make any sense for us as Members of Parliament, chairpersons of different committees who are aware that we came here for Shs3.5 trillion supplementary budget and then you come with different figures,\u201d Ms Bigirwa-Nyendwoha said.<\/span><\/p>\n
