The police have resort<\/span>ed to drilling boreholes and installing <\/span>solar power in their facilities to reduce <\/span>water and electricity bills. <\/span>This follows the disconnection of wa<\/span>ter and power in several police institu<\/span>tions across the country over utility bill <\/span>arrears just five months into the finan<\/span>cial year.<\/span><\/p>\n

\u201cThe institution intends to massive<\/span>ly install solar gadgets for lighting, drill <\/span>water for domestic use and package the <\/span>same to reduce budget leakages on util<\/span>ities, support operations, and also par<\/span>ticipate in production,\u201d the Inspector <\/span>General of Police, Mr Martins Okoth <\/span>Ochola, said yesterday.<\/span><\/p>\n

Last week, police teams visited several <\/span>barracks in the Kampala Metropolitan <\/span>Police Area evicting people who reside <\/span>there illegally. At least one person was <\/span>shot dead at the Kireka Police Barracks <\/span>during the exercise.<\/span><\/p>\n

The utilities crisis attracted Par<\/span>liament\u2019s attention last week with <\/span>the Speaker of Parliament, Ms Anita <\/span>Among, raising concerns.<\/span><\/p>\n

\u201cWhy would you disconnect water <\/span>and electricity to someone providing <\/span>you with security? This is government <\/span>to government, why do we do this?\u201d Ms <\/span>Among asked.<\/span><\/p>\n

In response, the Minister of State for <\/span>Internal Affairs, Gen David Muhoozi, <\/span>said he was unaware of the situation <\/span>but requested time to find out why. <\/span>Funding for utilities in the police budg<\/span>et has been insufficient for more than <\/span>10 years. For instance, in the 2021\/2022 <\/span>financial year, the government provid<\/span>ed only Shs16.24b and Shs11.09b for <\/span>power and water bills, respectively.<\/span><\/p>\n

The police require an additional <\/span>Shs86b to deal with utility bills each fi<\/span>nancial year. The available funds can <\/span>cover utilities for only four months in a <\/span>financial year.<\/span><\/p>\n

Mr Ochola said despite the challenges, <\/span>the government has continued to cut <\/span>the police budget every financial year. <\/span>In May, President Museveni directed <\/span>that security personnel shouldn\u2019t be <\/span>forced to spend their salaries on serv<\/span>ices the government is required to pro<\/span>vide to them.\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
