The Deputy Speaker <\/span>of Parliament, Mr Thomas Tayebwa, <\/span>has called for internal audits in public <\/span>schools to eliminate \u201cghost\u201dstudents. <\/span><\/p>\n

Mr Tayebwa said the government is <\/span>losing a lot of money through funding <\/span>non-existing learners in public schools <\/span>that could cover the funding gap in the <\/span>education sector. <\/span>\u201cJust like we have done audits for hu<\/span>man resources in the country, we need <\/span>to do serious audits for our students <\/span>in these schools. <\/span><\/p>\n

The huge amount <\/span>of money we are losing to \u201cghost\u201d stu<\/span>dents would help to cover most of <\/span>these costs,\u201dMr Tayebwa said. <\/span>He was speaking during the orien<\/span>tation meeting for MPs on early child- <\/span>hood development in Kampala yester<\/span>day.<\/span><\/p>\n

Mr Tayebwa said the census of stu<\/span>dents should be on the same day and <\/span>time, arguing that schools swap learn- <\/span>ers to top up the missing numbers.<\/span><\/p>\n

\u201cWhat is surprising is that in villages, <\/span>private schools are cheaper than pub<\/span>lic schools because there is a lot of cor<\/span>ruption where the registered numbers <\/span>are not the exact ones on the ground,\u201d <\/span>the Deputy Speaker said.<\/span><\/p>\n

However, Mr Tayebwa called for in<\/span>creased funding for universal educa<\/span>tion both at primary and secondary levels to make it entirely free. He also called for a law to protect the inter-sex children in the country, saying they had been left behind.<\/span><\/p>\n

According to Mr Tayebwa, most of them are stigmatised. \u201cMost of them are looked at as a curse in the community and even killed, so such people, the albinos, the intersex are disabilities that have not been brought forward and I would ask colleagues to look into it and see how best they can be helped,\u201d he said.<\/span><\/p>\n

Mr Tayebwa said the country has more than 300,000 inter-sex people and it\u2019s unfortunate they were included by the gay community. <\/span><\/p>\n

\u201cThey came to me saying they want us to look into the law we passed but we showed them what we passed, they were never touched, and we never criminalised any activity of an intersex person. I will interest you in studying these groups and we see how we can help them, especially on policy and how we can fund their treatment and surgeries.
