{"id":70541,"date":"2023-11-13T07:44:58","date_gmt":"2023-11-13T04:44:58","guid":{"rendered":"https:\/\/www.kfm.co.ug\/?p=70541"},"modified":"2023-11-13T07:44:58","modified_gmt":"2023-11-13T04:44:58","slug":"fury-as-new-payment-system-cuts-salaries-of-local-govt-staff","status":"publish","type":"post","link":"https:\/\/www.kfm.dembefm.ug\/staging_h\/fury-as-new-payment-system-cuts-salaries-of-local-govt-staff\/","title":{"rendered":"Fury as new payment system cuts salaries of local govt staff"},"content":{"rendered":"<p><strong>By Jane Nafula<\/strong><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">The new payment sys<\/span><span dir=\"ltr\" role=\"presentation\">tem for Local Government workers has <\/span><span dir=\"ltr\" role=\"presentation\">caused anger among workers whose <\/span><span dir=\"ltr\" role=\"presentation\">salaries were cut in the process of roll<\/span><span dir=\"ltr\" role=\"presentation\">ing out the system.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">While addressing the press last <\/span><span dir=\"ltr\" role=\"presentation\">evening in Kampala, the leaders of the <\/span><span dir=\"ltr\" role=\"presentation\">Uganda Local Government Workers <\/span><span dir=\"ltr\" role=\"presentation\">Union (ULGWU), demanded that the <\/span><span dir=\"ltr\" role=\"presentation\">underpayment in the pilot districts be <\/span><span dir=\"ltr\" role=\"presentation\">rectified and the arrears cleared imme<\/span><span dir=\"ltr\" role=\"presentation\">diately.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">The new payment system being pilot <\/span><span dir=\"ltr\" role=\"presentation\">ed in selected districts across the coun<\/span><span dir=\"ltr\" role=\"presentation\">try is dubbed \u201cHuman Capital Manage<\/span><span dir=\"ltr\" role=\"presentation\">ment System.\u201d<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">\u201cWe demand that an order for pay<\/span><span dir=\"ltr\" role=\"presentation\">ment of salary arrears to all affected <\/span><span dir=\"ltr\" role=\"presentation\">members of the union whose salaries <\/span><span dir=\"ltr\" role=\"presentation\">were reduced without administrative <\/span><span dir=\"ltr\" role=\"presentation\">due process and all those who are be- <\/span><span dir=\"ltr\" role=\"presentation\">ing paid a lower scale contrary to ap- <\/span><span dir=\"ltr\" role=\"presentation\">pointment letters be issued to that ef<\/span><span dir=\"ltr\" role=\"presentation\">fect,\u201d Mr Hassan Mudiba Lwabayi , the <\/span><span dir=\"ltr\" role=\"presentation\">ULGWU\u2019s general secretary, said. <\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">He added: \u201cThe newly introduced Hu<\/span><span dir=\"ltr\" role=\"presentation\">man Capital Management System has <\/span><span dir=\"ltr\" role=\"presentation\">illegally and unlawfully reduced salaries of cold chain officers and their assistants by placing them under administration, in spite of them being under the district health officers on appointment. The said system has also illegally and unlawful taken away remuneration of statisticians.\u201d<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">Mr Mudiba said automated systems introduced by government should be designed in a way that respects laws, other than being a disservice to the people it is meant to serve. Further,he said the union was considering legal action, demanding that judicial investigations be done on why their money is being cut without any<br role=\"presentation\" \/>explanation.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">For example, cold chain technicians earn an equivalent of Shs2.2m under U5 per month but under the new pay- ment system,they are being paid on the scale of U6 Upper, which is equivalent of Shs1.5m, according to Mr Mudiba.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">The other example he gave was that of cold chain assistants appointed un- der salary scale of U7, who are supposed to earn a gross of Shs1.4m per month with a net pay of about Shs1m but in the new payment system, this category is now earning Shs268, 143.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">Mr Ivan Nalungu, the Kumi District cold chain technician, said: \u201cIt is so hurting for someone to earn Shs430,000.\u201d He said this is against public service standing order, which states that any cold chain technician who enters government payroll with a diploma should be on a salary scale of U5.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\"><br role=\"presentation\" \/>Mr Joseph Kakande Kiwanuka, the senior planner in Mubende District, also revealed that some planners were holding appointments for scientist but were being paid salary of nonscientists.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\"><br role=\"presentation\" \/>Efforts to get a comment from the Ministry of Public Service were futile as some of the known officials\u2019 phone numbers were not available.
