Two legislators will <\/span>face off tomorrow before Parliament\u2019s <\/span>Committee on Rules, Privileges, and Dis<\/span>cipline over a disciplinary matter.<\/span><\/p>\n

Ms Juliet Kinyamatama, the Rakai <\/span>Woman lawmaker, a month ago ac<\/span>cused her Mityana Municipality coun- <\/span>terpart Francis Zaake before Parliament <\/span>of allegedly insulting her in her constit<\/span>uency on Independence Day.<\/span><\/p>\n


The matter was then referred to the <\/span>disciplinary committee by Deputy <\/span>Speaker Thomas Tayebwa. <\/span>Despite the two legislators appear<\/span>ing before the committee yesterday, the <\/span>chairperson, Mr Abdu Katuntu (Bug<\/span>weri), said the former would only make <\/span>substantive deliberations over the alle<\/span>gations tomorrow.<\/span><\/p>\n

He said this is to allow ample time for <\/span>translating the video in which the utter<\/span>ances were reportedly made from Lu- <\/span>ganda to English.<\/span><\/p>\n

\u201c[The video] and so on of what would <\/span>have been made should be sent to Mak<\/span>erere University for translation such <\/span>that we know exactly what the com<\/span>plaint is about. Some of us [committee <\/span>members] do not know Luganda,\u201d Mr <\/span>Katuntu said.<\/span><\/p>\n

\u201cWe shall review the video at 11 o\u2019clock <\/span>on Thursday…Once the video is played <\/span>and we have accepted and know it is ev<\/span>idence, you raise your contestations and <\/span>then we shall proceed from there, in ac<\/span>cordance with the law,\u201dhe added.<\/span><\/p>\n

Mr Zaake\u2019s lawyer Erias Lukwago, who <\/span>doubles as the Kampala Lord Mayor, <\/span>however, raised security concerns for <\/span>his client during the proceedings.<\/span><\/p>\n

\u201cOn the day [October 12] the footage <\/span>was played in the House, mayhem en-<\/span>sued largely on the code of conduct of <\/span>Honourable Kinyamatama and accord<\/span>ing to the instructions of the House, he <\/span>was nearly lynched in the House,\u201d Mr <\/span>Lukwago said.<\/span><\/p>\n

\u201cThe concern we are raising is two<\/span>fold. One is the safety of our client on <\/span>the day we are going to play that footage <\/span>again if they\u2019re going to be a re-occur<\/span>rence of the events as they happened on that day in the House,\u2019\u201dhe added.<\/span><\/p>\n

The second concern was whether Ms Kinyamatama would also be investigated\u00a0<\/span><\/p>\n

“Like you had indicated that this is a matter for investigation just to establish what exactly happened, for purposes of ensuring that there is order <\/span>in the House, whether that particular <\/span>matter also constitutes part of the inves<\/span>tigation, the conduct of Honourable Kin<\/span>yamatama on that very day, so that we <\/span>prepare accordingly,\u201dMr Lukwago said.<\/span><\/p>\n

In response, Mr Katuntu said what was <\/span>referred to the committee was only the <\/span>alleged conduct of Mr Zaake.<\/span><\/p>\n

\u201cWhat you are saying is not part of <\/span>what was referred to and we don\u2019t have <\/span>a right to initiate these proceedings. It is <\/span>by order of the House. We are not going <\/span>to form our own mandate,\u201dhe said. <\/span><\/p>\n

The brief meeting ended with Mr Ka<\/span>tuntu assuring the two legislators that <\/span>the matter would be handled profes- <\/span>sionally, and that the committee has no <\/span>personal interest in the matter.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
