The National Iden<\/span>tification and Registration Authority <\/span>(NIRA) has warned that the country <\/span>risks running without an updated reg<\/span>ister required for the successful con<\/span>ducting of the 2026 General Election if <\/span>the government goes not avail the re<\/span>quired funds.<\/span><\/p>\n

Appearing before Parliament\u2019s Com<\/span>mittee on Defence and Internal Af<\/span>fairs on Wednesday, the Executive Di<\/span>rector of NIRA, Ms Rosemary Kisembo, <\/span>said they are already behind schedule <\/span>on the fresh registration, renewal and <\/span>update exercise of persons for the issu<\/span>ance of the National Identity cards.<\/span><\/p>\n

Officials at NIRA reported to Parlia<\/span>ment that the Shs666.850 billion that <\/span>was on August 15 last year approved by <\/span>Cabinet for the exercise is meant to be <\/span>spent on the purchase of new equip<\/span>ment and recruitment of additional <\/span>staff.<\/span><\/p>\n

Of this, Shs466.795 billion should <\/span>have been secured already by govern<\/span>ment to facilitate the initial processes. <\/span>Ms Kisembo, therefore, set January <\/span>31 next year as the final date for all re<\/span>quirements to be put in place for the <\/span>successful exercise.<\/span><\/p>\n

\u201cThere are loud alarms even now as I speak. What I mean is that if money has not been made available, it will be near to impossible to acquire certain aspects of a hardware. So government will have to resort to a plan B. We will raise a red flag on January 31, 2024,\u201d she told MPs.<\/p>\n

The NIRA executive director was responding to queries by committee chairperson Wilson Kajwengye (Nya- <\/span>bushozi) and Mr Alex Niyonsaba (Bu<\/span>fumbira South) who wanted to know <\/span>the implications of delayed funding. <\/span>Ms Kisembo said the current ma<\/span>chines at NIRA office are outdated and, <\/span>therefore, cannot handle the roll-out <\/span>process.<\/span><\/p>\n

On August 15, Cabinet approved <\/span>Shs666.85 billion to finance the New <\/span>Security Information System (NSIS). <\/span>This was scheduled to commence in <\/span>June 2023 to August 2024.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
