{"id":69694,"date":"2023-10-17T12:26:38","date_gmt":"2023-10-17T09:26:38","guid":{"rendered":"https:\/\/www.kfm.co.ug\/?p=69694"},"modified":"2023-10-17T12:26:38","modified_gmt":"2023-10-17T09:26:38","slug":"how-nche-approves-study-courses","status":"publish","type":"post","link":"https:\/\/www.kfm.dembefm.ug\/staging_h\/how-nche-approves-study-courses\/","title":{"rendered":"How NCHE approves study courses"},"content":{"rendered":"<p><span dir=\"ltr\" role=\"presentation\">All universities and other <\/span><span dir=\"ltr\" role=\"presentation\">tertiary institutions across the country <\/span><span dir=\"ltr\" role=\"presentation\">must have their programmes accredited <\/span><span dir=\"ltr\" role=\"presentation\">by the National Council for Higher Edu- <\/span><span dir=\"ltr\" role=\"presentation\">cation (NCHE), which regulates the sec<\/span><span dir=\"ltr\" role=\"presentation\">tor. <\/span><span dir=\"ltr\" role=\"presentation\">According to the Universities and Other <\/span><span dir=\"ltr\" role=\"presentation\">Tertiary Institutions Act,as sector regula<\/span><span dir=\"ltr\" role=\"presentation\">tor, the NCHE is the custodian of course <\/span><span dir=\"ltr\" role=\"presentation\">content, guiding and assessing institu<\/span><span dir=\"ltr\" role=\"presentation\">tions\u2019ability to teach a given programme.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">Among the NCHE\u2019s guidelines is a stip<\/span><span dir=\"ltr\" role=\"presentation\">ulation that academic institutions falling <\/span><span dir=\"ltr\" role=\"presentation\">under its purview must review accredit<\/span><span dir=\"ltr\" role=\"presentation\">ed programmes every five years for un<\/span><span dir=\"ltr\" role=\"presentation\">dergraduate study and roughly every ten <\/span><span dir=\"ltr\" role=\"presentation\">years for the graduate level. <\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">The review process can be expensive, <\/span><span dir=\"ltr\" role=\"presentation\">time-consuming and complicated, tak<\/span><span dir=\"ltr\" role=\"presentation\">ing about three months for proactive institutions and up to a year for those with a slower pace, as indicated in findings by education experts from NCHE and universities.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">Dr Vincent Ssembatya, the director for Quality Assurance at NCHE, said that at the Institutions\u2019 level, managers initiate the review process by convening depart- ment meetings led by curricula experts. He explained that review experts engage with stakeholders, including industry professionals and alumni, to gather feedback on the desired qualities of graduates in the job market \u2013 which pointers partly inform evaluation of existing courses.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\"><br role=\"presentation\" \/>The Vice Chancellor of Kampala International University, Prof Mouhamad Mpezamihigo told Daily Monitor yesterday that KIU employs special task committees at college,faculty and schools levels who head academic programme reviews.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">According to him, these committees collaborate with professional bodies to address specific industry needs. They also gather input from alumni and current students to understand post-graduation experiences and student needs. After incorporating feedback from stakeholders, experts at the institutional level make necessary adjustments to course units within specific departments.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">Once programmes have been reviewed internally at a given academic institution (going through heads of schools and colleges and quality assurance departments) before final submission to the university\u2019s Senate. The highest decision-making bodies within universities, known as University Councils,also play a role in reviewing the curriculum before it is finally presented to NCHE for approval and accreditation\/ re-accreditation.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">At NCHE, Dr Ssembatya explained that the review process consists of two main procedures. First, a team of experts is hired to assess what was submitted by institutions to ensure they meet minimum<br role=\"presentation\" \/>standards. Second, facility verification is conducted through on-site visits, primarily for science programmes that require specialised infrastructure like laboratories nd adequate teaching facilities (hospitals for those offering human medicine education).<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">Dr Ssembatya explained that for most of the humanities and social sciences programme site verification is not absolutely required,with the exception being made for Law, Journalism, and Education programmes which will need visits to establish institutional adequacy. <\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">If the Council establishes that the submitted programmes are not to their satisfaction, they issue referrals, advising an institution to tie up the loose ends. Where site visits are not deemed necessary, Dr Ssembatya said a programme can be checked and accredited by NCHE within only two weeks.
