{"id":66384,"date":"2023-06-15T13:49:06","date_gmt":"2023-06-15T10:49:06","guid":{"rendered":"https:\/\/www.kfm.co.ug\/?p=66384"},"modified":"2023-06-15T13:49:06","modified_gmt":"2023-06-15T10:49:06","slug":"confusion-over-new-budget-approach-slows-implementation","status":"publish","type":"post","link":"https:\/\/www.kfm.dembefm.ug\/staging_h\/confusion-over-new-budget-approach-slows-implementation\/","title":{"rendered":"Confusion over new budget approach slows implementation"},"content":{"rendered":"<p style=\"font-weight: 400;\"><strong>By Ismail Ladu<\/strong><\/p>\n<p style=\"font-weight: 400;\">It is budget day but, many policy and lawmakers, are having difficulties comprehending government\u2019s approach in implementing the national budget, affecting budget performance.<\/p>\n<p style=\"font-weight: 400;\">A mini-survey conducted by\u00a0<em>Daily Monitor\u00a0<\/em>shows that the population is not fairing any better.<\/p>\n<p style=\"font-weight: 400;\">The survey conducted in the five divisions of Kampala City, shows there is no clear\u00a0understanding of the type of budget the government is implementing.<\/p>\n<p style=\"font-weight: 400;\">Save for Kampala Central Division where 1 out of 10 polled have\u00a0the\u00a0slightest understanding of what kind of budget the government is running.<\/p>\n<p style=\"font-weight: 400;\">In divisions of Kawempe, Lubaga, Makindye and Nakawa, majority of responses show that 100 percent lack of understanding pertaining to the Programme-based budget the government has been implementing in the last two financial years running.<\/p>\n<p style=\"font-weight: 400;\">But this lack of understating of the workings of\u00a0the\u00a0national budget is not just rampant among the \u201csupposedly well-informed city dwellers\u201d, but disturbingly so, a chronic condition most public servants across the ministries, departments and agencies of government (MDA) are suffering from, according to policy, governance and budget experts interviewed for this article.<\/p>\n<p style=\"font-weight: 400;\">After years of study and preparations which included taking benchmarking trips to countries such as Australia, New Zealand, Singapore, and South Africa &#8212; reputed to have strong budgeting practices and systems,\u00a0the\u00a0Finance Ministry phased out the output-based budgeting\u00a0system\u00a0also known by many as sectoral budgeting, and rolled\u00a0out\u00a0programme-\u00a0based budgeting.<\/p>\n<p style=\"font-weight: 400;\">Over the last two years,\u00a0the government has since transitioned from Output-Based Budgeting which linked public expenditures to specific outputs such as the number of hospitals constructed, vehicles purchased, or kilometres of roadway built to the Programme Based Budgeting<\/p>\n<p style=\"font-weight: 400;\">\n","protected":false},"excerpt":{"rendered":"<p>By Ismail Ladu It is budget day but, many policy and lawmakers, are having difficulties comprehending government\u2019s approach in implementing the national budget, affecting budget performance.
